A Courageous COVID-19 Conversation with Honesty and Hope Washington, DCDr. Sroka has worked with infectious diseases for 40 years. In the 1980’s, Dr. Sroka traveled the world educating about HIV/AIDS and wrote (possibly) the first book for educators, The Educator’s Guide to HIV/AIDS and other STDs. In 2009, he keynoted the International Swine Flu (H1N1) Summit in Wash DC and traveled the world again. He was involved with the Coronavirus pandemic early on and was interviewed by the media and received national news coverage including The New York Times. He will be keynoting and presenting a workshop at the Coronavirus Preparedness Summit and Workshop.
He is an Adjunct Assistant Professor, School of Medicine, Case Western Reserve University, and President of Health Education Consultants. He has taught in schools and universities on all levels, including urban and on Native American reservations, worldwide for over 40 years. He went from growing up in the “projects on welfare” and being labeled “retarded” to being inducted into the National Teachers Hall of Fame. He was awarded The Walt Disney American Outstanding Teacher of Health and Physical Education, and has been on Oprah and covered in USA TODAY. Dr. Sroka received the Outstanding School Health Educator Award from the American School Health Association. Recently, he was named the Person of the Year for The International Association for Truancy and Dropout Prevention and received the first-ever School Health Leader Award from the American Public Health AssociationA pandemic is based on facts. A panicdemic is based on fears. We have both with COVID-19. But this is not a new phenomenon. In the 1980’s, Dr. Sroka traveled the world educating about AIDS. In August 2009, he keynoted an International Swine (H1N1) Flu Summit in Wash DC and again traveled the world. But times have changed and we have a new virus, SARS-CoV-2. There are many unanswered questions that are frightening about the transmission and protecting ourselves from this fatal pathogen. Issues of discrimination, misinformation, testing, treatments, vaccines, and even masks present perennial problems. Sroka is struck by the eerie similarities and the lessons not learned from previous infectious disease pandemics and panicdemics. There needs to be a voice of cautious reasoning and facts to combat the cries of fear and hysteria. There are no simple solutions, but there are intelligent alternatives. We must make our decisions today based on our best medical information available and be prepared to adjust to the ever-changing dynamics tomorrow. We need to be prepared, not scared and panic. - First Opioid Emergency Response Center in Missouri created in conjunction with the City of St. Louis and multiple additional agencies to respond in real time to opioid overdoses, increasing availability of treatment and wraparound services.

- Passage of universal naloxone law under Dr. Williams’ DEA number, which provides universal access to naloxone and applies the Good Samaritan law that encourages people to seek emergency services in the event of an overdose by protecting them from prosecution.
- Organized a series of nine opioid summits throughout the state convening an average of about 400 community leaders at each summit to integrate local, state and federal partners’ efforts. Missouri’s opioid mortality rate increased by 35% between 2015 and 2016 and 4.7% between 2016 and 2017.
- Coordinated first ever Governor’s Rural Health Care Summit as part of Governor Mike Parson’s Health Care Week which focused on health priorities and involved site visits throughout Missouri by Governor Parson, Director Corsi of DSS, Director Stringer of DMH and Dr. Williams of DHSS.
- Oversaw alignment with University of Missouri School of Medicine on pilot project to build out rural based primary care residencies in Missouri.
- First real time review of maternal mortality—as opposed to historical review—by Pregnancy Associated Mortality Review Board and initiated application for national membership in the Alliance of Initiatives in Maternal Health in conjunction with Missouri Hospital Association.
- Startup of Constitutional Article XIV, a ballot initiative approved by two thirds of Missouri voters, creating a projected $500 million medical marijuana program in Missouri.

He is a former Commander and Deputy Commander, U.S. Army Medical Research Institute of Infectious Diseases. Her research objectives are to identify host response signatures predictive of infection severity or disease outcome and host pathways to target drug development or repurposing. She is particularly interested in viruses that are highly pathogenic, newly emergent or likely to emerge because of climate change, land development, or ecological disruption.
Dr. Rasmussen has employed Collaborative Cross (CC) mouse models, which provide an expanded range of disease presentations, to study viral disease characteristics. At the University of Washington, she developed a CC mouse model of Ebola virus disease, utilizing the diversity of CC mouse disease phenotypes to study genetic and transcriptomic factors underlying disease severity in humans. She is currently evaluating CC mouse models towards investigation of sex-specific host responses to viral infection, as well as to investigate disease presentation in other viruses that pose a major threat to global public health, such as dengue and influenza viruses. Ultimately, these host response profiles can be used for translational or biodefense applications, such as diagnosing infection, predicting disease severity, informing vaccine design, and developing or repurposing host-targeted drugs to impair virus replication or reverse pathology.TBC- TBC

McKinney currently serves as CEO/Executive Director of the Illinois Medical District. The Illinois Medical District (IMD), a 24/7/365 environment that includes 560 acres of medical research facilities, labs, a biotech business incubator, universities, raw land development areas, four hospitals and more than 40 healthcare related facilities, is one of the largest urban medical districts in the United States. Dr. McKinney is the former Deputy Commissioner of the Bureau of Public Health Preparedness and Emergency Response at the Chicago Department of Public Health (CDPH), where she oversaw the emergency preparedness efforts for the Department and coordinated those efforts within the larger spectrum of the City of Chicago’s Public Safety activities, in addition to overseeing the Department’s Division of Women and Children’s Health.
Dr. McKinney previously served as the Sr. Advisor for Public Health and Preparedness at the Tauri Group, where she provided strategic and analytical consulting services to the U.S. Department of Homeland Security’s (DHS), BioWatch Program. Her work at DHS included providing creative, responsive and operationally-based problem-solving for public health, emergency management and homeland security issues, specifically chemical and biological early detection systems and the implementation of those systems at the state and local levels.
Dr. McKinney serves on numerous boards, committees and advisory boards. Current board memberships include the Board of Directors for Lurie Children’s Hospital, Susan G. Komen Chicago, Thresholds, and the Fifth Third Bank Advisory Board. Dr. McKinney is Co-Chair of the National Academies of Science, Engineering and Medicine (NASEM), Health and Medicine Division’s Forum on Medical and Public Health Preparedness for Disasters and Emergencies and is a member of the NASEM Board on Health Sciences Policy. She also serves on the Science and Security Board for the Bulletin of the Atomic Scientists, and is Chairperson of the Board of Scientific Counselors for the U.S. Centers for Disease Control, Office of Public Health Preparedness and Response. She has served as an Incident Commander for CDPH where she was responsible for leading multiple emergency response efforts, including Chicago’s 2014-2015 Ebola response; the operational response to the 2009 H1N1 outbreak, which was successful in vaccinating nearly 100,000 residents over a six week timeframe; as well as CDPH’s participation in the 2012 NATO Summit response and the 2010 Haiti Earthquake response. She is a member of The Chicago Network and the Economic Club of Chicago.
Dr. McKinney has earned a reputation as an experienced, knowledgeable public health official with exceptional communication skills. She has served as an on-camera media expert on emergency issues including biological and chemical threats, natural disasters, pandemic influenza, and climate-related emergencies. A sought-after expert in her field, she has also provided support to the U.S. Department of Defense’s, Defense Threat Reduction Agency, lending subject matter expertise in biological terrorism preparedness to the country of Poland.
In academia, Dr. McKinney serves as an Instructor in the Division of Translational Policy and Leadership Development at Harvard University’s T.H. Chan School of Public Health and as Adjunct Assistant Professor of Health Policy Administration at the University of Illinois at Chicago School of Public Health. Additionally, she serves as a mentor for the Biomedical Sciences Careers Project, also at Harvard University. She is the co-author of the text: Public Health Emergency Preparedness: Practical Solutions for the Real World (2018), and was named one of Chicago’s Notable Women in Healthcare (2018 & 2019).

The emergence of three new zoonotic CoVs with pandemic potential over the past 17 years, along with the health, social and economic disruption currently manifesting with 2019-nCoV again demonstrates the profound importance of this virus family and its potential for rapid spread and severe disease. My lab has studied CoV replication, pathogenesis, evolution and countermeasures for over 30 years. Research and training in my laboratory uses the model coronavirus murine hepatitis virus (MHV) as well as SARS-CoV and MERS-CoV, to understand the viral and host determinants of replication and pathogenesis. My research program has defined mechanisms of replicase protein expression and processing, reverse genetics and synthetic genomics of zoonotic coronaviruses, a novel RNA proofreading mechanism during CoV replication, and inhibitors of coronavirus replication. My research has been continually NIH funded since 1987. I have trained more than 20 graduate students and postdoctoral fellows, who have gone on to scientific careers in academia, industry and government, including independent academic research and teaching programs. My students and postdocs have been successful at obtaining F30, F31, F32 and T32 support for their training. I have received awards for teaching of both medical and graduate students.
I direct the Division of Pediatric Infectious Diseases and am responsible for career development of MD and PhD faculty in our division. I am committed to the training of scientists in basic and translational research. I am the Program Director for a training grant (T32): “Childhood Infections Research Program” that is specifically designed to integrate training of PhD postdoctoral scientists and MD physician scientists. The program is focused on scientific oversight and research training, but also on peer partnering of MD and PhD scientists throughout their training.
